What California Civil Surgeons Need to Know about TB and Technical Instructions

Credit: This training is approved for up to 6.00 continuing education hours (see below). Certificates will be available approximately 12 weeks after the training.

Target Audience: This training is intended for civil surgeons, and their medical staff in California, who complete medical examinations of applicants seeking to adjust their immigration status in the United States. Staff involved in latent tuberculosis infection (LTBI) reporting, health education, and linkage to care, may also benefit from this training.

Training Goals: 

  • Strengthen the capacity of civil surgeons in California to complete medical examinations of applicants seeking to adjust their immigration status in the United States
  • Articulate the Centers for Disease Control's (CDC’s) TB Elimination goals and describe current progress in achieving TB elimination in the United States and in California
  • Identify gaps in current TB prevention efforts and ways in which clinicians can contribute to TB elimination in California

Training Objectives: (partial list)

By the end of the training, participants will be able to:

  • discuss the immigration process and the medical examination of applicants seeking to adjust their immigration status in the United States, including the laws and policies governing the examination and CDC’s Technical Instructions for the Medical Examination of Aliens in the United States, which specify the examination requirements
  • identify when, where, and how to refer applicants for LTBI follow-up for optimal treatment
  • describe the current recommended treatment options for LTBI and the advantages versus disadvantages, to inform appropriate use in clinical practice
  • explain the roles of civil surgeons, the CDC, United States Citizenship and Immigration Services (USCIS), and the local health department in the medical clearance process for applicants seeking to adjust their immigration status in the United States
  • correctly and accurately complete the USCIS Form I-693, Report of Medical Examination and Vaccination Record 

Training Format:  This in-person training includes lecture, discussion, and case presentations.
